RCF Units and Release Status

RCF Alternative and Special Detention Central Unit and Modular Unit 3 appear in Philadelphia Department of Prisons census or visiting material as housing tied to the State Road campus. The research places them at the 8101 State Road campus. Their names describe where PDP houses a person, not an independent correctional agency. That distinction controls every release inquiry. Someone who leaves one of these units may be reassigned to Riverside Correctional Facility, CFCF, the Detention Center, or PICC while remaining in local custody.

A genuine system discharge may be release on bail, release on recognizance, completion of a local sentence, or release subject to Philadelphia probation. Another departure may be a transfer to PA DOC after a state sentence, a move to federal or immigration custody, a hospital trip, or placement with another jurisdiction. Only the first group necessarily places the person back in the community. The PDP locator, PA SAVIN event, court docket, and existing commitment or discharge record answer different parts of that question.

Confirm an RCF Unit Release

The official Philadelphia incarcerated-person locator instructions say the citywide search covers PDP-managed facilities. Use a full name with date of birth, or a Philadelphia police identification number. A positive match proves present PDP placement at the listed location. A miss remains an unresolved clue because spelling, processing lag, court movement, a hospital status, transfer, and release can each produce that result.

Use a layered check when the person is no longer shown. This avoids calling a campus move a release and also identifies a receiving authority when custody continues.

1. Search the PDP locator and note the time checked. Call the 24-hour locator desk if the result is unclear.
2. Search Pennsylvania in PA SAVIN or VINELink and match the correct person with more than a name. Read any release, transfer, or out-of-custody event in context.
3. Open the Philadelphia Municipal Court or Common Pleas criminal docket. Review bail, case status, disposition, sentence, and the latest filing entries.
4. When a transfer is plausible, check the PA DOC locator, BOP locator, or ICE detainee locator for the receiving system.
5. Request PDP commitment and discharge fields when the exact date, time, type, or destination matters.

Note: A court order supplies legal authority for release, while PDP processing and any other hold determine the actual physical exit.

Riverside Correctional Facility is the named PDP facility associated with these units, and its official contact is the sensible facility-level starting point. Ask for current navigation or housing information. Historic discharge facts should go through the written Philadelphia Right-to-Know process rather than an informal phone request.

RCF Units Are Housing Designations

Philadelphia’s adult local custody system has four officially named operating facilities: Curran-Fromhold Correctional Facility, the Detention Center, Philadelphia Industrial Correctional Center, and Riverside Correctional Facility. The RCF alternative and special-detention labels sit within that system. They should not be presented as a fifth independent released-person database. The official locator searches the citywide PDP population, while the daily census reports categories and totals rather than a name-by-name release archive.

This structure also explains why a unit name may not remain stable over a person’s stay. Housing can change for classification, services, medical needs, court movement, or administrative reasons. PDP’s daily census even separates people physically in a facility from workers, furloughs, hospital open-ward patients, emergency trips, and people held elsewhere for whom PDP remains responsible. None of those census categories creates a public former-inmate roster.

State Road Release Transfer Trap

The official PDP facilities description shows four adult facilities clustered on State Road. RCF uniquely includes an intake and discharge area. That physical feature helps explain how discharge work occurs, but it does not prove that every PDP release exits RCF or that the alternative units control a separate release process. Pickup details can change, so facility staff should confirm them for the specific event.

The same local layout creates a common error. A person can leave 8101 State Road, appear at another campus building, and never leave PDP responsibility. Likewise, a person may be absent from the building during a hospital or court movement. A search should describe the evidence precisely: “not shown at the RCF unit,” “shown at another PDP facility,” “reported transferred,” or “discharged to the community.” Those phrases do not blur very different outcomes.

Request RCF Unit Release Records

A focused request asks for records that already exist. Identify the person by full name, date of birth, PID if known, docket number, approximate commitment date, and a narrow date range. Ask for fields sufficient to show admission or commitment time, facility assignments, discharge date and time, discharge status or type, and destination. If a unit transfer is the concern, request the relevant facility-assignment or movement information as well. Allow redaction of exempt matter.

Philadelphia ordinarily must issue a good-faith response within five business days, either final or interim. A statutory reason can support an extension of up to 30 calendar days. Fees follow the current Pennsylvania Office of Open Records schedule, so no fixed copy charge should be assumed. Privacy, criminal-investigation, medical, juvenile, institutional-security, sealed, and expunged material may be withheld or redacted.

The request should not ask PDP to decide whether the person was “really released.” It should seek the dated fields that let the requester distinguish discharge, internal movement, and transfer. A court docket and SAVIN event can then supply legal and event context.

Note: Record availability depends on what PDP maintains, applicable retention, exemptions, and whether the request identifies a specific commitment with enough detail.

Philadelphia Release Systems Compared

The RCF units belong to PDP, so the county path comes first. PA DOC is relevant only if facts point to a state sentence or state transfer. BOP, USMS, and ICE each use separate federal systems. A PA DOC hit does not itself prove a PDP release, and a missed state search says nothing definite about county custody.

A precise description protects the integrity of the search. Use “released” only when the event or record supports it, and state whether the result means community release, parole placement, transfer, or full discharge.
