Philadelphia County VINELink Coverage
Pennsylvania calls its program PA SAVIN, the Pennsylvania Statewide Automated Victim Information and Notification system. The public search and registration interface is VINELink. The official PA SAVIN registration page says it covers county jails, Pennsylvania state prisons, and state parole. Philadelphia Department of Prisons custody is therefore part of the state notification layer even though PDP does not publish a named recent-release feed.
The systems must still be kept apart. A Philadelphia County jail record concerns PDP custody. A Pennsylvania Department of Corrections result concerns a state inmate or a person on state parole. PA SAVIN can report events from both, but one does not replace the other. Federal Bureau of Prisons, U.S. Marshals Service, and ICE custody are outside this Pennsylvania service. Search those agencies separately when the case facts point to federal or immigration custody.

Search Philadelphia County VINELink Records
Begin at the Pennsylvania VINELink portal. Search only after collecting an exact first and last name. A date of birth, PID, DOC number, location, or other identifier can help resolve similar names, though the fields offered depend on the record. Never select a result on name alone.

- Enter the person's first and last name as accurately as possible, then run the search.
- Compare all offered identifiers, location details, and custody-system labels for each possible match.
- Open the selected record and read the current status and location before choosing any alert option.
- If there is no sound match, try a documented spelling variation, then check the correct agency locator.
A no-result does not prove release. Spelling, feed timing, record retention, or the wrong custody system can all produce the same outcome. For a PDP case, compare the result with the City's current-custody locator instructions. For a state-sentenced person, use the PA DOC inmate or Department Supervised Individual mode.

Philadelphia VINELink Release Fields
A live record can show custody status and location language supplied through the participating system. Pennsylvania examples include “Out of Custody” and “Paroled.” The interface may also offer identifiers needed to distinguish people and the control used to register for an event. It should not be treated as a certified discharge record or a court judgment.

VINELink does not establish the physical minute someone crossed a PDP exit. It also may not explain whether bail, dismissal, sentence completion, probation, or another legal act caused the release. The UJS docket can supply that court context, while a PDP commitment and discharge record can answer an exact local date, time, type, or destination question.
Read Philadelphia County Release Results
Interpret a result within the custody system named on the record. “Out of Custody” is direct event evidence that the person is no longer shown as held in that participating system. It does not rule out immediate transfer to PA DOC, BOP, ICE, another county, or another authority. When a notification says transfer or movement, search the possible receiving system before describing the event as community release.
“Paroled” has a specific meaning. The person has left institutional confinement but remains under conditions and supervision. A PA DOC Department Supervised Individual result can show a release date, district office, and other live parole fields. That state record does not describe an ordinary PDP-only release onto Philadelphia county probation, which is handled through the First Judicial District rather than assumed to appear in the state locator.

Philadelphia County SAVIN Notification Layer
PA SAVIN fills a distinct local gap. Philadelphia publishes no official named 24-hour or 72-hour recent-release feed. A user who registers before the event can receive notice tied to one selected record rather than trying to reconstruct a missing public list later. The City's justice-services material points people to this state layer because PDP's own locator is current-custody focused.
The four-digit PIN is more than a setup code. It confirms a telephone notification and ends the repeat-call cycle. The person registering should keep it available but private. Multiple phone numbers or email addresses may be registered, and help is available through the toll-free line. These tools support timely awareness, yet the state's warning remains important: do not rely on PA SAVIN alone for personal safety or final legal proof.
PA DOC custody-status updates describe an added state-custody notification route through VINE and the Office of Victim Advocate. That layer can address transfer, release, escape, and recapture events for state custody. It does not turn a state DOC event into a Philadelphia jail discharge record.
Philadelphia VINELink Release Limits
Timing is the first limit. A court order, jail processing step, agency feed update, and notification can occur at different times. A just-entered release may not appear at once, while a stale location can remain until the feed changes. Record when the search was made. If a precise discharge timestamp is needed, request the existing record from PDP rather than assigning the alert time to physical exit.
Coverage is the second limit. VINELink does not replace the BOP Inmate Locator, ICE's detainee locator, or a federal docket. USMS has no comparable public name search. For a person who left PDP under a state sentence, search the PA DOC locator. For an ordinary Philadelphia county probation sentence, review the UJS docket and First Judicial District information instead of expecting a state parole record.
Purpose is the final limit. PA SAVIN reports custody events and supports notifications. It does not certify the legal reason, resolve sealed court material, or preserve every former record forever. Cross-check with the agency that created the custody data and the court that issued the controlling order.
Confirm Philadelphia County Release Events
Use a short confirmation chain after an alert. First, read the event and location exactly. Second, check the PDP locator if the person had been in local custody. Third, review the correct Philadelphia Municipal Court or Common Pleas docket for the legal event. Fourth, search a receiving system when transfer is possible. For a written PDP request, identify the full name, date of birth, PID if known, approximate commitment date, facility, and docket number.
